(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China”;

(b)落实政府采购政策需满足的资格要求：中小企业划分标准所属行业：建筑业。营业收入80000万元以下或资产总额80000万元以下的为中小微型企业。其中，营业收入6000万元及以上，且资产总额5000万元及以上的为中型企业；营业收入300万元及以上，且资产总额300万元及以上的为小型企业；营业收入300万元以下或资产总额300万元以下的为微型企业。

(b)Qualification requirements to be met to implement government procurement policies: The industry to which the classification standard for small and medium-sized enterprises belongs: construction. Enterprises with operating income of less than 800 million yuan or total assets of less than 800 million yuan are classified as small, medium and micro enterprises. Among them, enterprises with operating income of 60 million yuan or more and total assets of 50 million yuan or more are classified as medium-sized enterprises. Enterprises with operating income of 3 million yuan or more and total assets of 3 million yuan or more are classified as small enterprises. Enterprises with operating income of less than 3 million yuan or total assets of less than 3 million yuan are classified as micro enterprises.

(c)本项目的特定资格要求：（1）未被列入“信用中国”网（www.creditchina.gov.cn）失信被执行人名单、重大税收违法失信主体和中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单的供应商。
（2）具有有效的安全生产许可证、建筑工程施工总承包三级及以上资质；
（3）本项目专门面向中小微企业。
（4）项目负责人应具备有效的建筑工程专业二级及以上注册建造师执业资格，同时具备有效的安全生产考核合格证书。
本次招标需要网上投标，响应单位必须获得上海市电子签名认证证书（CA认证证书）。

(c)Specific qualification requirements for this program: (1) Suppliers that have not been included in the list of dishonest executives on Credit China (www.creditchina.gov.cn), the list of major tax violation dishonest entities, and the list of serious illegal and dishonest behaviors in government procurement on China Government Procurement (www.ccgp.gov.cn). (2) Possess a valid work safety license and a Class III or above general contracting qualification for construction projects; (3) This project is specifically targeted at small, medium and micro enterprises. (4) The project leader should possess a valid second-level or above registered constructor professional qualification in the field of building engineering, and at the same time hold a valid certificate of qualification for safety production assessment. This tender requires online bidding. The responding units must obtain the Shanghai Electronic Signature Certification (CA Certification Certificate).

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the”Government Procurement Law of the People’s Republic of China”;

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by “Credit China” (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
