简要规则描述：航瑞路（下盐路-鹤涛路）段污水管网，于航头镇拓展基地建设时建成，至今已经超过10年，建成后一直未能移交养护。因长期未落实管养，导致现有管网有多处损坏，堵塞情况经常发生，排水功能受到影响。由于该管道是周边小区污水排放至下盐路总管的主要通道，经常性堵塞，也导致西侧小区内污水多次出现难以排出的现象，淤积堵塞严重，臭气很大，居民已经多次通过12345平台或者居委会进行投诉。虽然委托了单位进行疏通，但鉴于管网损坏，效果一般。建议对该段污水管网进行修复，并纳入地下管网养护。
Brief Specification Description: The sewage pipeline network of Hangrui Road (Xiayan Road Hetao Road) section was built during the construction of the Hangtou Town expansion base, and has been over 10 years since its completion. However, it has not been handed over for maintenance. Due to the long-term failure to implement management and maintenance, there are multiple damages and blockages in the existing pipeline network, which often affect the drainage function. Due to the fact that the pipeline is the main channel for the discharge of sewage from surrounding communities to the main pipeline of Xiayan Road, it is often blocked, which has led to multiple difficulties in discharging sewage in the western community, severe siltation and blockage, and a strong odor. Residents have complained multiple times through the 12345 platform or neighborhood committee. Although a unit was commissioned to clear the pipeline, the effect was mediocre due to the damage to the pipeline network. Suggest repairing the sewage pipeline

(c)Specific qualification requirements for this program: It must be a legal entity established within the territory of China in accordance with the law; 2. Having a third level or higher qualification for general contracting of municipal public works construction; 3. Having a “Safety Production License” issued by the construction department (within the validity period); 4. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate, and have not served as a project manager for other ongoing construction projects; 5. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract；6. This project does not accept consortium responses.
