简要规则描述：本项目拟通过竞争性磋商的方式选择一家合格的供应商，全面加强上钢新村街道世博城运平台运营管理，主要包括工单流转，数据分析与发布，绩效考评，资料汇总与上报，监督员巡视轨迹、信息员工作量统计，视频巡视、跟踪事件动态，突发事件信息的收集报送、汇总分析和预警发布，做好各设备日常维护工作，完成上级交办的其他工作事宜等工作内容。（具体详见第三章采购需求书）
Brief Specification Description: This project intends to select a qualified supplier through competitive consultation to comprehensively enhance the operation and management of the Expo City Operation Platform in Shanggang Xincun Sub-district. It mainly includes work order circulation, data analysis and release, performance evaluation, data summary and reporting, statistics of supervisors’ inspection trajectories and information officers’ workloads, video inspection, and tracking of event dynamics. The collection and reporting of emergency information, summary and analysis, and early warning release, as well as the daily maintenance of various equipment and the completion of other tasks assigned by superiors. (For details, please refer to Chapter Three of the Procurement Requirements Document.)
合同履约期限：2025年08月01日至2026年07月31日。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
