(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China”;

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱企业和戒毒企业、强制采购节能产品、鼓励环保产品等政策，将落实相关政策。本项目面向大、中、小、微型企业，事业法人等各类供应商采购；        

(b)Qualification requirements to be met to implement government procurement policies: If this procurement meets the policies such as government support for welfare enterprises, promotion of employment for persons with disabilities, support for small, medium and micro enterprises, support for prison enterprises and drug rehabilitation enterprises, mandatory procurement of energy-saving products, and encouragement of environmental protection products, the relevant policies will be implemented. This project is open to procurement from various suppliers such as large, medium, small and micro enterprises, and institutional legal persons.        

(c)本项目的特定资格要求：3.1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
3.2、单位负责人或法定代表人为同一人，或者存在直接控股、管理关系的不同供应商，不得参加同一包件或者未划分包件的同一项目投标的；        

(c)Specific qualification requirements for this program: 3.1. Not included in the list of persons subject to enforcement for breach of trust, the list of parties involved in major tax violation cases, or the list of records of serious illegal and untrustworthy behaviors in government procurement on the “Credit China” (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn).

3.2. Different suppliers that have the same person as the person in charge or legal representative, or have a direct holding or management relationship, shall not participate in the bidding for the same package or the same project without divided packages.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
