(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（■是 □不是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises        

(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（2）本项目不允许转包。        

(c)Specific qualification requirements for this program: (1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (2) This project does not allow subcontracting.
